President & CEO

A lifelong entrepreneur, Carter Hall began his business journey at age 8, selling Christmas trees, and obtained his first business license at 15 for a landscaping company that he successfully grew and sold by age 21. With a vision for the future and a dedication to quality, Carter transitioned into clearing and grading. As his reputation for excellence grew, so did his team and capabilities. In 2019, recognizing a need for a local, customer-focused roll-off dumpster service, Carter founded C D Hall Waste Services. Starting with 2 trucks and 10 dumpsters, the company quickly expanded to over 10 trucks and over 400 dumpsters by October 2020.

Today, Carter drive for continual learning and his relentless pursuit of excellence set the standard for the entire CD Hall Waste Services team, shaping a company culture rooted in quality, growth, and service. Carter’s dedication to excellence and service is at the heart of all his ventures, and he remains committed to providing the best waste services in Virginia.

Vice President of Operations

Scott joined the CD Hall Waste Services team in 2023 and has brought a wealth of knowledge from the construction industry. With a strong dedication to making operations at CD Hall Waste Services as successful and efficient as possible, Scott leverages his extensive background in construction management. Scott is hands-on in overseeing operations, ensuring quality, and driving efficiency across all aspects of the business.

With over 17 years of senior executive leadership at a renowned 100-year-old construction firm in the northwest suburbs of Chicago, Scott has successfully led projects in infrastructure, excavation, and civil construction. Earlier in his career, he co-owned an excavating services company in northern Illinois and served as the superintendent of a grading company. Additionally, he holds an Associate of Science degree from the College of Lake County.

Vice President of Sales

Joining CD Hall Waste Services in 2024, Andy brings over 35 years of experience in sales, operations, and executive management across diverse markets nationwide. Throughout his career, he has demonstrated a strong track record in driving growth and managing fully integrated waste enterprises, showcasing a deep understanding of the industry's unique operational and strategic demands. Andy’s extensive network of waste industry professionals has been instrumental in supporting CD Hall's growth efforts, positioning the company for continued success in a competitive market. His leadership in sales and operations, coupled with his industry connections, makes him a valuable asset to the CD Hall executive team.

General Manager

James Raine has served as General Manager of CD Hall Waste Services since its inception in 2020, where he spearheads operations and strategic initiatives aimed at enhancing efficiency and driving growth. Despite having just five years of industry experience, James has established a strong reputation for operational excellence and innovative problem-solving.

A native Texan, James relocated to the Richmond area nearly 20 years ago after completing his enlistment in the U.S. Coast Guard. He credits his meticulous attention to detail and leadership skills to his military service, embodying the core values of Honor, Respect, and Devotion to God, Country, and Family. As a key member of the CD Hall Companies Leadership Team, James exemplifies dedication, hard work, and a positive attitude.

Known around the office as the “Jack-of-all-Trades,” James holds a variety of licenses, including a CDL, Private Pilot’s License, Commercial Drone Operator’s License, and a U.S. Coast Guard 6-Pack Captain’s License. He also holds degrees in Forestry and Criminal Justice. Outside of work, James and his wife, Jenny, enjoy spending quality time with their three children on their farm in James City County, where they cherish moments with friends and family.

Logistics Manager

Shelley has been a driving force behind CD Hall Waste Services’ growth and success since its founding in 2020. With 13 years of experience in the waste services industry, she brings a strong passion for the construction roll-off business. As Logistics Manager, Shelley leverages her background in account management, sales administration, and customer relations to improve service quality and efficiency. As a former military spouse of over 20 years, Shelley has lived across the USA and spent eight memorable years in Germany, gaining a unique perspective on life and community. A proud mother of two and grandmother of four, she enjoys reading, cooking, camping, and cheering on her grandchildren in their sports activities outside of work. Shelley holds memberships with the Homebuilders Association of Richmond (HBAR) and Professional Women in Building (PWB).

Business Development Representative

Maxine joined CD Hall Waste Services with a strong passion for business development and a wealth of experience in the waste management industry. Originally from Texas, she relocated to Virginia, where she founded her own waste company from the ground up. Through this venture, she honed her skills in operations management, client relations, and sustainable waste solutions. With a deep understanding of the industry’s challenges and opportunities, Maxine now focuses her expertise on driving growth and innovation at CD Hall Waste Services. Her commitment to promoting efficient waste management practices benefits both clients and their businesses, aligning with CD Hall’s dedication to service excellence.

Account Executive

Cindy joined CD Hall Waste Services in 2023, bringing over 15 years of sales experience, including prior experience in the recycling industry. In her role, she helps businesses, homeowners, and builders find solutions to their waste needs. Actively involved in the community, Cindy holds memberships with the Homebuilders Association, Professional Women in Building, NAWIC (National Association of Women in Construction), and Houlagans' Rescue. Her commitment to building strong client relationships and dedication to community involvement reflect CD Hall’s values and contribute to the company's reputation for reliability and service excellence.
